RULES / INFORMATION FOR PRIMARY COMPETITIONS 2016-17

9 v 9

LEAGUE

1        Playing area - 80 x 50 yards.

2        Goal size – 16ft or 21ft x 7ft.

3        Number of players in squad – 18.

4        Substitutes – any number / roll on and off.

5        Players – Y6 only / mixed gender (except in all girl competitions). It is ILLEGAL to play U10/Y5 players in 9-a-side U11/Y6 competition football. Failure to comply with this FA Rule will mean 3 pts being awarded to opponents and 3 pts being deducted from the offending team, irrespective of result. The game shall not be replayed. Any offending team may also be expelled from the League.

6        Players’ equipment – shin guards must be worn / no jewellery.

7        Duration of game – 30 minutes each way.

8        Football – size 4.

9        Association League positions decided by points only.

10    Referee – neutrally appointed by home team.

11    Late cancellation of a fixture (within 48 hours) by any team without acceptable reason/s may result in MCSFA sanction.

12    Laws – as for 11 v 11.

13. That a barrier a minimum of 1 metre away from the pitch be put alongside the side of the pitch where the spectators of both teams will be asked to stand.

KO CUPS

1        All above except second part of 5, 9 and 11.

2        Failure to comply with U10/Y5 players not being allowed to play in U11/Y6 teams will mean expulsion from the competition.

3        In all ko fixtures extra time (7 minutes each way) and pens (if necessary) must apply. There are no replays.

The transition from 11 v 11 to 9 v 9 needs to be as smooth and as uncomplicated as possible. We cannot wait for the perfect scenario regarding adaptations to pitch size and markings and goal size. Waiting for funding for correct size goals before playing a game is not ideal. We have to be flexible, understanding and patient and simply get on with it.

7 v 7 (MINI-SOCCER) - ESFA Danone Nations’ Cups and Liverpool Cups

1        Playing area – 60 v 40 yards.

2        Goal size – 12ft x 6 / 4ft (Samba goals permissible).

3        Number of players in squad – 10.

4        Substitutes – 3 / roll on and off.

5        Players – Y6 and Y5 / mixed gender (except in all girl competitions).

6        Players’ equipment – shin guards / no jewellery.

7        Duration of game - 7, 6 or 5 minutes each way – depends on circumstances (flexible).

8        Football – size 4.

9        Leagues to be decided by points, goal difference, goals scored, result/s between teams.

10    Play-off game/s between teams with identical league records - 3 minutes each way extra time and pens (4 per team followed by sudden death). Penalties taken only by players on pitch at final whistle. This also applies to semi-finals and finals following an initial league format tournament where winner is needed to provide finalist/s or for progress into next stage.

11    Laws - as for 11 v 11, except no offside and defending team from opponent’s goal–kick must retreat into own half.

12    Referees – neutrally appointed by home team or association organising a tournament.

13    Winners of all 3 Merseyside ESFA Danone tournaments represent the County in ESFA North Regional Rounds on/by Saturday 21 March 2015. National Danone Finals at end of season.
